Villa-Lobos grants his permission on the back of Arthur Cohn's carte de visite: I allow Arthur Cohn to quote from my manuscript works for purposes of illustration in his "The Art and Science of Orchestration" H. Villa-Lobos.
Arthur Cohn (1910-1998) was an American composer and writer on contemporary music, as well as the long-time head of Fisher Music Publishers. As indicated on this calling card, he served as director of the Fleisher Music Collection at the Free Library of Philadelphia from 1946 to 1952. The Art and Science of Orchestration was never published, although the New York Public Library holds an unfinished manuscript copy.
